Representatives of the hold with the destroyed tithe have arrived at Fort Weyr, accusing us of neglecting out duty, allowing their representatives to die. They are threatening to withhold all tithes if we cannot assure them of their safety- and to encourage their neighbors to do the same.

The whole mess made Issalle highly uncomfortable. Running caravans between the holds and the Weyr was not safe work, but the idea of the entire caravan being wiped out didn't sit right with her. And the threats to withhold tithes ... the Weyr depended on tithes to survive.

"You don't think they'll actually do it, do you?" she murmured quietly to the person beside her as she pretended not to pay attention to the nearby proceedings. "Withhold tithes, I mean."
