FULL APPEARANCE:
Toro is not especially large, being a little on the shorter side and with a lean build that makes his days of not doing physical labor quite obvious to those who are looking for that sort of thing. Instead, he has a rather prominent callous on the side of his middle finger, testament to days instead spent writing. His skin is on the fairer side, though he can tan when he spends significant time outdoors, which isn't often. He has narrow, extremely dark brown eyes that look near black when in dimmer light, and black hair kept cut short and always carefully brushed and held in place with various pomades. He grows little facial hair to start with, but always kept what he does have completely shaved.
His mode of dress is what one would expect of the son of a Lord Holder: well-made, always neatly pressed, and with rather more ornamentation than many folk wear. However, as he is only the third child, his is rather more subdued than his older siblings, largely same-color embroidery to create richly textured fabrics that don't quite look gaudy.
His voice is soft, and somewhat lower-pitched than one might expect of him. He rarely smiles save for when it is socially advantageous for him to do so, and despite being a natural fidgeter, he generally controls himself in public, staying almost unnaturally still at times.

Toro is what many parents want out of their son: dutiful, polite, careful never to insult save for when he means to and knows there will be no political fallout from doing so. This is despite his rather ebullient, talkative nature that, for the sake of political gain, must be quelled always. His eyes might look at the world with an almost childlike wonder, but the words that pass through his lips are carefully measured and his facial expressions the same. He will not bring shame upon his family through his actions.
Unfortunately, Toro knows too well just how the world works. He is well aware that those in power are favored, and those without are left to largely fend for themselves. The world simply isn't fair, and while he might try to do something about it, it would be at the expense of his continuing power and influence. He could help only a few, for a short time, before he became known as too soft for politics. So he has become somewhat jaded, believing that most people are inherently selfish, just as he is. The Holdless that he might want to help are probably just the same, even those born into it; this is a lie he tells himself, knowing he lies, as justification for not doing more.
Despite all that, he is in the end a hopeless romantic. A very, very closeted one. He has no illusions about what is expected of him: as a child of the Lord Holder, he will marry for political gain. Not for love, or even for the sake of the people his family is responsible for, but solely for power. But that doesn't stop him wishing, hoping that any such marriage could be something more. He wants to dance to a skilled Harper's music in the arms of a woman that he loves and who loves him in return. But this, he realizes, is only a dream, even if it is one he cannot bring himself to let go of.
He can be a little spoiled, and though he works very hard at not showing it, he can get quite upset when things don't go his way. He's not used to being told 'no', and as a result doesn't take it especially well when he is.

HISTORY:
Toro was the third son born to the future Lord and Lady Holder of Ista Hold. They came into power in their own right when his grandfather died when he was very young, and so his entire life has been steeped in politics. As a child, he was expected to be the cute face making a brief (and silent; children are not to speak unless spoken to) appearance at official dinners. Otherwise, he was learning from the Harpers. How to read, how to write, which spoons and forks to use at what times. And also how to defend himself if necessary, though he rather hoped such a thing would never come about. He was aware that there was a war on, but Ista was mostly at the periphery of it all, and Ista Hold was left alone.
Most of his life was rather uneventful, and often downright boring. He was sheltered and cosseted, required to attend formal events and help figure out the logistics of running a place as large as a major Hold (though only ever help; he was the third child after all). He was often tasked with checking over supply lists, or making supply lists, or determining what to send to the Weyr for a tithe. Sometimes he daydreamed about what his life might be like when he was older, but for the most part he knew that his tasks required his concentration, no matter how dull they might be.
When he grew older, his parents started looking for eligible matches for him. His older siblings, of course, had to marry people who were willing to come to Ista. This meant that they would most likely marry those from Holds of slightly lesser consequence (though there were not many major Holds of lesser consequence than Ista). The oldest, of course, would one day rule. The second oldest was their fallback plan in case something happened. But he was the third, and therefore he could marry well. He could go to another Hold to solidify his family's ties to it.
Turns passed, and things never did quite work out. He was too young, or too old, or the wrong gender, or he would meet the woman and it became immediately clear that it would never work between them. And then Vellaren became the Lord Holder of Fort, and he had a chance, especially with her hosting a Gather soon. So an official visit was arranged, and he was sent off to meet the woman his parents—and to a certain extent, he—hoped he might marry.
UPDATES
- Has thus far been unsuccessful in his endeavors, but by Faranth that won't stop him.
- Was passed over by Vellaren in favor of Corleon.
- Was not pleased by that fact, got drunk and challenged Corleon to a duel. He lost. Badly.
- Was informed by his family that he'd shamed them, and that he shouldn't come home. Family possessions were to be returned, and then he could go anywhere but home. So he went to Semaca as a wher Candidate, hoping to get a wher so that he could best Corleon.
