Basically as bad as Golre and her dragon, only Tuckal was better at pretending that she wasn't a monster even when she was. "She's rising."
She didn't even notice her friend's state of undress. She had too much else to worry about just then. Everything was terrible, and she wasn't sure whether she was more angry at Haenath for refusing to listen to reason or the Weyrwoman for having such a truly terrible dragon and not going away to some far-off place to be away from all other sentient beings. Or having the decency to die in Threadfall or something, that would work too.
